Cathleen West, Counsel

Cathleen West counsels clients in the areas of lobbying and ethics, issue advocacy, tax-exempt organizations, and campaign finance and election law. Cathleen is a principal advisor to major corporations, governmental affairs firms, trade associations, and non-profit organizations in the areas of federal and state lobbying law and governmental ethics. In addition, Cathleen has experience counseling tax-exempt advocacy organizations and political organizations.

During 2004-2005, Cathleen was principal counsel to the largest PAC in the country, and in 2007, Cathleen served as principal outside counsel to the President’s Dinner Committee. In addition, she has worked with host committees, and large public charities.

Prior to joining HoltzmanVogel PLLC in 2004, Cathleen served as a Fellow on the U.S. Senate Finance Committee under Chairman, Senator Charles Grassley, in the areas of tax and employee benefits law. Previously, she was a staff attorney for the American Bar Association in Washington, where she directed special projects for an ABA Commission, and was a contributor to an ABA publication.

Cathleen received an LL. M in Tax Law from the Georgetown University Law Center in 2004. She earned a J.D. from George Washington University Law School, and a B.A. from the College of William and Mary. Cathleen is resident in the Virginia office and is a member of the Virginia bar.
